1. Most secular trait for reorganisation It was feared that it will spur the demand for new states,..weakening of integration process

 
2. Education in mother tounge -easily grasped by student It would slow down the process of emergence of a national identity
3. It will help to preserve cultural identity by development of regional language. Would encourage sub national feeling which may lead to balkanisation of country.
4. Masses can actively participate in democratic process,. It will give them a sense of identity. Will help to fight identity crisis Sub national identity sometimes is against the cooperative federalism.
5. . Multilingual state are relatively difficult to administer. Cannot be the sole criteria for reorganisation. Administrative convenience, financial feasibility shall be taken into consideration.
